As part of the expansion of Dual Education and the adaptation of vocational education offerings to labor market demands, the Acting Minister of Education and Science, Hajrulla Çeku, has issued decisions for the implementation of Dual Education curricula for the profiles: Software Application Developer and Business Informatics Technician, which will begin this school year.

The Ministry of Education and Science, with the support of the project “Skills for Sustainable Employment” implemented by LuxDev, has identified and standardized these two priority profiles.

The selection of the profiles was based on the findings of the research “ICT Barometer in Kosovo”, as well as on the interest of students and teachers of Vocational Education and Training Institutions (VETIs) that offer ICT-related profiles.

The curriculum development process was carried out during 2026 in cooperation with VETIs, representatives of the private sector, and ICT sectoral associations, including the Kosovo Association of Information and Communication Technology (STIKK), as well as field experts. In this process, the necessary didactic and pedagogical materials for the implementation of these profiles were also developed.

To ensure the highest quality and efficiency in the implementation of the new curricula, the Ministry of Education and Science will organize training sessions for teachers who will implement these profiles, during the period September 1–15, 2026.
