The Ministry of Education and Science has developed the National Quality Framework for Early Childhood Education (ECE), a document that structures quality statements and indicators around five core areas guiding the development, oversight, and evaluation of the ECE sector.

These areas are aligned with the priority fields defined in the European Quality Framework for Early Childhood Education, as well as with Kosovo’s national policy and legislative environment for ECE and its priorities, namely: Leadership and Financing, Access, Staff, Curriculum and Pedagogy, and Monitoring and Evaluation.

On this occasion, the Acting Deputy Minister of Education and Science, Përparim Kryeziu, emphasized that reform in early childhood education represents one of the most important developmental processes in education, aiming to ensure access to quality, safe, and inclusive education for every child in Kosovo.

“This reform has a clear and shared goal: that every child in Kosovo has access to quality, safe, and inclusive early education. Because everything begins there – it is where the foundation of a stronger and more equal society is built,” said Deputy Minister Kryeziu.

In her opening remarks, the Director of Pre-University Education, Anita Kadriu, highlighted that this process is a requirement for Kosovo within the European Union Reform Agenda, which is rewarded by the EU not only in terms of reform but also financially for the development of this level of education.

The document was presented by the Head of the Division for Early Childhood Education, Labëri Luzha, in the presence of representatives from MES, the Pedagogical Institute of Kosovo, Municipal Directorates of Education, and UNICEF.

During the workshop, the importance of strengthening quality in early childhood education through the Quality Assurance Framework and related assessment instruments was emphasized, as well as the initiation of the self-assessment process in around 160 preschool institutions nationwide.
